Regional Banner Targeting for Canada (Quebec and Rest of Canada), and International Visitors

Description

We’re implementing Consent Pro (Premium Plan) on a Webflow website integrated with Google Tag Manager (GTM) and Google Consent Mode v2.

We need three different consent behaviours:

  1. Quebec, Canada: Opt-In. All nonessential consent denied by default.

  2. Rest of Canada: Opt-Out. Tracking enabled by default until the visitor rejects.

  3. Outside Canada: Global Opt-In. All nonessential consent denied by default.

The problem: Consent Pro’s geolocation settings only allow country-level targeting, not provinces or states. I cannot find a way to distinguish Quebec from the rest of Canada.

I also noticed that Consent Pro appears to allow only one instance of each banner type. Once an Opt-In banner is created, it shows “Currently in use,” and I cannot create another Opt-In instance.

Steps to Reproduce

  1. Open the Consent Pro Webflow app (Premium Plan).

  2. Navigate to Banners and create a Global Opt-In banner.

  3. Attempt to create another banner for Canada.

  4. Select Canada under Visitors’ Country.

  5. The Legislation dropdown offers PIPEDA and Law 25 (Quebec), but geolocation targeting only allows Canada as a country.

  6. The Opt-In banner also shows “Currently in use,” preventing another Opt-In instance from being created.

Expected Behavior

We need Consent Pro to apply the following regional rules:

Region Banner type
Quebec (CA-QC) Opt-In
Rest of Canada Opt-Out
Outside Canada Global Opt-In

These banner behaviours must align with the corresponding Google Consent Mode v2 settings in GTM.

Actual Behavior

  • Geolocation only supports country-level targeting.

  • Quebec cannot be selected or excluded independently.

  • Only one instance of each banner type appears to be allowed.

  • Selecting PIPEDA or Law 25 (Quebec) doesn’t appear to provide province-level targeting.

Questions for Finsweet Support

  1. Does Consent Pro support province-level geolocation, specifically CA-QC?

  2. Can one Opt-In banner serve both Quebec and international visitors while an Opt-Out banner serves the rest of Canada?

  3. Does selecting Law 25 (Quebec) automatically apply Quebec-specific geolocation, or is it only a legislation filter?

  4. Can we use GTM’s region-specific consent configuration (CA, CA-QC, and Global) to achieve this setup, even though Consent Pro’s banner geolocation is country-level?

  5. Is there an officially supported workaround for these requirements?

Additional Context

  • Browser: Google Chrome

  • Device: Windows Desktop

  • Website platform: Webflow

  • Consent management: Consent Pro Premium

  • Tag management: Google Tag Manager

  • Consent framework: Google Consent Mode v2

We’ve created a new Global Opt-In banner but haven’t published the new configuration yet. We’re looking for the correct supported approach before deploying the regional consent setup.

Hi @bhutta.murtaza

Thanks for the very detailed report

The main issue is that ConsentPro’s Select Regions at the banner configs only allows selection by Country

The only instance you could select states is when the country is the United States

We need to consult with the team on how to support Canadian provinces

To answer your questions;

1. Does Consent Pro support province-level geolocation (CA-QC)?
Not at the moment
Region selection works by country, plus a few groups like “EU Countries & UK” or the US
Each country can be assigned to only one banner
Quebec can’t be selected or excluded separately from the rest of Canada at this time

2. Can one Opt-In banner cover Quebec and international visitors, with an Opt-Out banner for the rest of Canada?
The good thing is that the Global Opt-In already works
The only gap is setting an Opt In for Quebec while having an Opt Out banner for the rest of Canada

3. Does selecting “Law 25 (Quebec)” apply Quebec-specific geolocation?
No it doesn’t
The Visitors’ country and Legislation dropdowns only filter the banner types and show which one is recommended
That’s why Opt-In appears as “Recommended” and “Currently in use”
It doesn’t change which visitors see a banner

4. Can GTM’s region-specific consent settings (CA, CA-QC, Global) do this instead?
We wouldn’t recommend relying on it alone since it would only set the default consent state
Quebec visitors would still see the Opt-Out banner, and so there would be a mismatch as the banner tells them tracking is on while GTM has it off
A Quebec visitor who clicks Accept or closes that banner, would have Consent Pro send a consent update that overrides the CA-QC default
Law 25 requires clear, express opt-in consent, and accepting an opt-out notice doesn’t meet that standard in effect

5. Is there an officially supported workaround?
Engineering needs to get on this & confirm if it’s in the pipeline
In the meantime, we would recommend using Opt In for all of Canada which meets Law 25 and PIPEDA that all allow opt-in

Let me get back to you on the Quebec support feature-addition
