I’m setting up Consent Pro for a site with international traffic requiring opt-in consent across multiple regions — specifically EU/UK, Canada (Quebec Law 25), and Brazil (LGPD). All three require the same opt-in behavior.
When configuring the Opt-In banner’s region assignment, the selector appears to treat EU/UK as a separate selection from other regions like Canada and Brazil — I can’t seem to assign all three to the same single Opt-In banner.
Is there a way to assign multiple region groups to one Opt-In banner? Or is the intended architecture to use the Opt-In banner for EU/UK and handle Canada/Brazil differently? If so, how do you recommend handling regions that legally require opt-in but aren’t EU/UK?

We want to be upfront — we’re not finding specific documentation that definitively confirms whether a single Opt-In banner can be assigned to multiple region groups simultaneously, so we’re looping in the team to confirm that piece.
Here’s what the documentation does indicate in the meantime:
The Consent Pro v2 geolocation feature is described as enabling “custom banners per region” — which points toward the intended architecture being one banner per region group, not one banner covering all regions. The GTM setup guide also shows a per-banner region workflow where you copy each banner’s region assignment separately.
Based on that, the recommended approach for your EU/UK + Canada (Law 25) + Brazil (LGPD) setup would be:
- Create a separate Opt-In banner for EU/UK using the “EU Countries & UK” group checkbox, which covers all EU member states plus the UK
- Create a second Opt-In banner for Canada, selecting Canada individually from the country list
- Create a third Opt-In banner for Brazil, selecting Brazil individually
Since all three require identical opt-in behavior, you can configure each with the same consent categories and copy settings — the only real difference is the region assignment. In GTM, you’d add a separate entry per banner. The GTM guide explicitly notes: “If you have more than one banner created in Consent Pro, feel free to add more region settings.”
On the “In use” label you’re seeing in the region selector — it appears to indicate that a country or region group is already assigned to another banner in your configuration, but we want to confirm the exact behavior of that with the team before saying so definitively.
